Guidelines

This section outlines all the guidelines for the participants.

1. Eligibility

To participate in this program, applicants must meet the following criteria:

  • Be part of a student-faculty team in a research lab or at a pre-incubator at MOE’s Higher Education Institution (HEI) or Centrally Funded Technical Institute (CFTI), OR

  • Be part of a team of innovators incubated at a Technology Innovation Center, Incubation Center, or Research Park in India associated with MOE’s HEI/CFTI, OR

  • Be willing to secure a formal association with MOE’s HEI/CFTI’s innovation infrastructure.

For Ventures: If the innovation has graduated into a venture, the entity must be legally registered in India, and Indian founders must hold more than 51% equity.

Innovation Requirements: All innovations must fall within one of the 13 specified technology themes, demonstrate a Technology Readiness Level (TRL) of 3-9, and leverage proprietary know-how or intellectual property.

Additional Requirements:

  • Applicants must not be blacklisted by any Central or State Government or Public Sector Undertaking in India.

  • Applicants must not have violated any intellectual property rights or be involved in any legal proceedings that could affect the innovation’s showcasing.

  • All participants must agree to adhere to the data protection, confidentiality, and conflict of interest policies prescribed by the Ministry of Education (MoE).

2. Application Process

  • Click on “Apply Now” button on this website
  • Register by providing your email ID and current institutional affiliation
    • If you have a registered venture, provide its social media handle
    • If you are a faculty or student, provide the name of institution
    • If you are associated with an incubator / innovation centre without having a registered venture, provide name of the incubator / innovation centre
    • If you are neither of the above, mention “independent innovator”
  • Fill up the application form
  • Pay Application Fee of Rs. 3000

3. Mid-call Consultation

  • Prospective applicants may submit recommendations for modifications to the published Terms and Conditions of the Call for Applications within the first ten (10) days of the National Call, subject to payment of Rs. 500.
  • All recommendations will be reviewed within twenty (20) days from the announcement of the Call. Following this review, appropriate actions will be taken, and the Terms and Conditions will thereafter be considered final.
  • Applicants who have already submitted their proposals will be permitted to revise their submissions, where applicable, in line with the finalized Terms and Conditions.

4. Compliances

All participants are required to comply with the following:

  • National Representation: Represent India responsibly, maintain the highest standards of conduct, and be culturally sensitive during international interactions.

  • Legal Compliance: Adhere to all Indian laws and export control regulations, and obtain all necessary regulatory approvals for their innovations.

  • Financial Accountability: Use any financial support provided strictly for its intended purpose, maintain proper documentation, and return any unutilized funds.

  • Data Security: Protect sensitive innovation data, maintain confidentiality regarding other participants, and report any data breaches immediately.

  • Security Clearance: Submit to background verification and security clearance by competent authorities. Technologies may be excluded if deemed sensitive.

  • Monitoring Compliance: Declare any changes in legal or financial status, submit periodic progress reports, and participate in continuous eligibility monitoring.

  • Conflict Declaration: Disclose any financial interests, family relationships with officials, or business relationships that may create a conflict of interest.

  • Termination Acceptance: Acknowledge the Government’s right to terminate participation at any stage without compensation or providing a reason.

  • Post-Program Obligations: Provide annual progress reports for two years after the program, acknowledge Government support in future achievements, and participate in impact assessments.

5. Disclaimers and Legal Provisions

5.1 No Guarantee of Outcomes

  • Selection or participation does not guarantee advancement, funding, investment, or partnerships. The Government of India is not liable for commercial outcomes.

  • Travel to France is contingent on final selection and visa approval.

5.2 Limited Government Liability

  • The Government is not responsible for pre-selection expenses, visa or travel issues, business or IP disputes, losses incurred after the showcase, or any damages arising from participation.

5.3 Compliance and Penalties

  • Providing false or misleading information may lead to disqualification, recovery of funds, legal action, and blacklisting.

  • Breaching program terms can result in termination of participation, expense recovery, and legal proceedings.

5.4 Force Majeure

  • The Government reserves the right to amend timelines, venues, or formats due to unforeseen events. Terms may be modified with prior notice.

5.5 Legal Safeguards

  • Participants must indemnify the Government against all claims. They acknowledge that their participation does not imply Government endorsement.

  • Participants are not Government employees or agents and waive any claims for indirect or consequential damages.

5.6 Amendments

  • The Ministry may revise terms, processes, or benefits at any time. Notices will be issued on the official website. Continued participation implies acceptance of the revised terms.

5.7 Grievance Redressal

  • Grievances must be submitted within 15 days via the designated portal. The decisions of the internal committee are final. Grievances related to the selection process will not be entertained.
