Vision

India is advancing towards becoming a global leader in biotechnology. The BioE3 (Biotechnology for Economy, Environment and Employment) Policy approved by Union cabinet under Hon’ble Prime Minister’s leadership in August 2024 provides a strategic vision for 2047 and a roadmap to achieve $300 billion bioeconomy by 2030.

Problem

An effective biotechnology innovation ecosystem requires robust infrastructure support, harmonized regulatory guidelines and strong public-private partnerships to catalyze large-scale investments and innovation.

Solution

BioE3 policy proposed by the Department of Biotechnology provides a unified framework to strengthen biomanufacturing and bio-innovation in the country through sustainable practices while creating high-value employment opportunities in emerging bio-based industries. The Moolankur Bioenablers: Biofoundries and Biomanufacturing hubs are being setup across the country in PPP mode to build India’s high-performance biomanufacturing capacity and accelerate the translation of research into scalable industrial solutions.

Potential

The nationwide network of biomanufacturing hubs, biofoundries, bioincubators and R&D institutions is expected to augment growth of a resilient biotechnology innovation ecosystem, positioning India as a leading biotechnology and biomanufacturing hub in the Asia-Pacific region.

Target Beneficiaries

The target beneficiaries include Indian and global R&D scientists, biotech startups, industry partners, GCCs seeking soft landing opportunities in India’s R&D institutions, bioincubation, biomanufacturing, and biofoundry network.
